Some of the messages (e.g., CC) print the first prerequisite, others
(e.g., LD) the target that caused the rule's recipe to be run. Make this
consistent by moving the automatic variable into the SAY function. Use $@
(i.e., the target) everywhere, strip the leading directory from the path to
improve readability and switch from echo to printf.

Currently it is stored below t/, which seems wrong. The new location has the

Use ANSI escape sequences instead of running tput(1) many times. We now
set and reset the color in one step, so colors are no longer messed up when
running tests in parallel. This allows us to remove the .NOTPARALLEL: target
